Hazardous chemical enterprises are prone to accidents during special operations, which has always been a difficult point in enterprise management. Since the implementation of the Safety Code for Special Operations of Chemical Production Units (GB 30871-2014) in 2015, it has effectively prevented and contained accidents in special operations of enterprises. However, in the implementation process of the standard, it has also exposed that some of the existing standards are not strong in terms of constraints, and there are some deviations and misunderstandings in enterprises’ cognition of the standard. There are still some problems such as insufficient control measures for operational risks. In order to further strengthen the control of risks in special operation process, China Chemical Safety Association took the lead in organizing the revision of this standard.
According to the measures for the administration of the mandatory national standard request, the revised standard technical requirements from parts of the coerced into adjustment for full terms and conditions, the applicable scope is adjusted for production and management (storage) of dangerous chemicals and chemical and pharmaceutical enterprises, made clear the enterprise special operations in the production area should be the requirements of the relevant standards.
The new standard focuses on the types of accident-prone operations such as fire and confined space, and clarifies that enterprises should establish pre-operation permission management system, formulate major risk control measures, strengthen the requirements of level-by level examination and approval and operation supervision, and further strengthen the safety management of the operation process, the responsibilities of examiners and guardians, and the implementation of emergency measures. The specific requirements such as video and image collection for extra stage fire and continuous detection of gas concentration for operation in restricted space are put forward.
The promulgation and implementation of the new standards will further promote better implementation of dangerous chemicals field on the reinforcement of dangerous chemicals safety in production work opinion “and” dangerous chemicals safety rectification action plan for three years, promote enterprises to control risk of major of special assignments link, effectively prevent production safety accidents.
